Thinking out loud, I would assume that you also get some form of a benefit from that elevation change from the road, with how high your property sits. 

.#4  In todays elevated market, but sellers have stopped over bidding, stopped bidding on less nice houses has created a great op for folks with cash and ability to get bank loans. 

If I were to jump to another trade it would definitly be the elevator construction/repair/service in the union.

This doesn't account for any interior unit renovation... this repair cost estimate should be doubled, if not tripled to account for the deferred maintenance.After Repair Value:  $350,000 - Unfortunately this might not be too generous of an estimate.  4 story apartment buildings with no elevators are not very desirable. 

Colorado- While rent control can apply in certain cities, there are places in CO that have very low vacancy rates- elevating the overall rent you might be able to collect (obviously in a % monthly rental yield ratio objective to purchase price). 

But with no capital and no experience, you're going to need to have the patience to build rapport with local investors .. or have one hell of an elevator pitch to convince someone to do so lol.
