Is a pre - build sale an option or possible?

Good Morning All:

First time posting. 

I am here looking for recommendations and/or brain picking for pre-selling 2 of 3 units of a tri - plex condo in Norfolk VA (Willoughby Spit). The units are 3000+ sf with water views from the front and rear. My problem is that I am upside down on the homes and land that make up the build site. The 2 homes and lots have already been zoned to one lot for this build, all plans are drawn and have been approved to move forward.
