If he's persistent and you just tell him "no" without allowing him to apply you could be violating of fair housing laws...He will probably have bad references, bad credit, or something you can use to reject him.

I did try to put a stop to these by making a setting change on our adserver . . . let me know if the ads persist (I'd probably wait a few hours before you continue to yell and scream at me).Again, we don't want you guys to have a bad user experience and would prefer happy users than the fractions of a penny that we make from that ad.
