I tried using REI skip first and sat there for about 2 hours yesterday and today as well and can’t tell you how many times I’ve heard “this number is disconnected”, i even got in contact with a doctors office somehow.

They should have disconnected the hose from the outside faucet.

At this point you have both lines disconnected so it's relatively easy to unscrew the connector nuts at the valve and remove the fixture (some nuts will slip over the compression lines, others you have to take the line loose from the fixture first) and put a new one in.

If someone created a set of services that solved the disconnect between realtors and investors, what are some things you would absolutely have to see in them?

I am attempting to bridge that disconnect so we can get the service that we deserve. 

It is better to push ahead sooner, before utilities are disconnected and any money the tenant has is spent on other things.

If you start having folks disconnecting from the box outside then you start charging back. 

I have called a couple and their phones are disconnected, probably moved.

That's a leading question as I suspect you didn't have a contract for this work.In reality, if they disconnected the old one, they can connect the new one.
