Guests turning of Wi-FI

We have noticed some guests who turn off Wi-fi during their stay. I am not sure why.

We have an external camera which stops working and then I've had to check for power and internet power outages every time this happens to find out that's it probably the guest.  

Any other ideas to stop this other then adding to the house rules/ sticking a label with instructions not to turnoff any equipment?

This happens a lot when guests don't want you to see what they are doing. Smoking, sneaking in extra guests or unapproved pets......stuff like that. My suggestion is to lock the modem/router in a closet where the guest cannot access it.
