Shop your own unit like you were a prospective tenant and you will figure out exactly what is should rent for.

So San Diego has better rent growth prospects which likely means it will experience higher rent growth which will improve the cash flow.  

It's never too early to start networking and building a solid team in your prospective market, especially if you're considering investing out-of-state.

Tack on the anti-landlord laws that CA is trying to pass ("Justice for Renters Act") and it just didn't make sense from an investment prospective for me.
