From what Rodney says there is purely speculative at this juncture.You can do a "watch and wait" approach to see when something actually sticks and tries to gain traction or you can go ahead and buy today and hold for a long time.In that situation it's like a lotto ticket waiting to cash it in on a big payday.

The owner seems very lazy with information and the property was obviously left to it's own devices with little to no management.
