I have never heard of a HML asking about tickets from 15 years ago that is very odd but then again they can ask for whatever they want.

I'm not saying they see you as a meal ticket, but its their job to get leads and help people buy houses...I would definitely say get your license.

Maybe you just realized these policies were in place, but did you read all the things you agreed to when you purchased tickets?

Depending on your local laws, the expired tags might get him ticketed and towed, or just ticketed.  

I saw a tractor with a blower at a golf course and that was the ticket .
