When you look at the centuried homes (at least 100 years old) you'll see the original form of pier and beam, usually featuring a stem wall on the outside of the house and a network of beams throughout the home, held up by piers.

Charges stemming from usage after the sale can likely be contested in court or paid by a nice buyer but I don’t think the water company is going to want to hear someone’s “but I sold it X months ago, charge the new owner” story.
