I once made the mistake of trying to have the caseworker encourage the tenant to abide by a few simple rules...you know, No dogs (especially obnoxious constantly barking ones!)

See what is customary in your area.I had a similar issue (not as close as that) and the owner of the tree was an old goat landlord that was tighter than the bark on the tree.
