Would you buy this (all things being equal), or would the ongoing costs of maintaining and pruning the neighbor's tree branches be too much of a headache?

You'd own the air space above the lot as well, so remove the limb over the property line. Callthe city and see what ordinances they may have in such issues, could be they will require removal (or a permit to do so). See what is customary in your area.

I had a similar issue (not as close as that) and the owner of the tree was an old goat landlord that was tighter than the bark on the tree. I trimmed the limbs back and tossed the limbs on his side as he said he owned the tree, I certainly did not want to steal his fire wood is what I told him. We had future issues as well, none that he ever won, so if you're willing to have minor tiffs, just take things in your own hands and take care of it.
