I appreciate your opinion, but I will take my legal advice from a panel licensed by the State and have passed the Bar, the Attorneys I pay dues for specialize in Fair Housing, ADA and related, they all agree, as landlords we are allowed to ask for proof under the law. 

Should I look to install solar panels to help offset the cost of utilities, either in the shared space (hallway lights) or across all units? 

Check well by water sources.walls: condition, holes, wavy, cracked, trimmed, paint, wallpaper, paneling, drywall, plaster and lath?

I am looking into leasing them out to Solar Developers. 

They want to run an electric line to get some lights by the sign but solar powered garden lights would be just as good.

It has a new roof, new windows, new sprinkler system, newer garage doors on the bays, and newer electrical service and panels.

It's a fuse panel.
