I don't know about you, but that sounds like business friendly government to me.I have been a little confused by the crime reports, as was eluded to earlier; because I didn't want to purchase to far away from the center city area, but that too has its draw backs as well.

I'd start with the 'Ultimate Beginner's Guide'.If you do a 'Search' for Real Estate License you'll get lots of interesting opinions on the benefits of having a license in the blog posts as well as the forums, the biggest drawback probably being that it might distract you from getting started investing.

From a seller's standpoint, as long as the seller gets a trouble-free sale and is confident he got market value for the property then I don't see any drawback in him selling it to you, so if you have a decent relationship with the guy it may not be a big issue to just talk to him about it and be completely clear about wanting to deal with those issues up front so everyone ends up happy in the long run.
