You get a little of that in Oakland CA.. don't know about LA   but it seems to be a mid west and rust belt issue best I can tell.I think it is more prevalent in the Midwest, because people want new if possible and there is always more land in these areas and since those metros are not too dense, it is often possible to commute from a little farther distance without too much hassle.This used to happen in LA too.
