Not only will the city laugh you away for trying to submit plans that arent stamped by an architect and engineer, I can guarantee you that your budget is not nearly high enough for what it really is going to cost you to finish out that building.

The development i'm talking about is taking raw/un-entitled land and turning it into a larger development with finished homes/townhomes/multifamily.For example, we have a few projects (40-50 acres) that we've been working on for over two years that have another 6-8 months until we are able to move dirt.

With new builds are you typically able to refinance and pull money out after construction is finished and tenants are placed or will our investment funds be locked up in the property for a few years until prices naturally appreciate?

so, whatever the comps that you need to target are - you go for thosein terms of getting desired rents, certainly finishes will come into play a little bitand then of course you want a safe, high quality rentalone thing to note that is not often pointed out is that, with a BRRRR, the higher you boost the ARV, the higher your mortgage payment is going to be and the lower your cash flowso a few things to consider herehope this helps

There are likely more investors that will want the cash flow as a landlord, so in that case selling with some tenants, but also room for the investor to finish lease up to help their overall return would be beneficial.Back to my opening statement, investment sales brokers would be able to give you better guidance.
