I grew up in the area and know it very well and would invest there.There are parts of it that are in the 100 year flood zone, generally by the bayous/ditches, so need to be careful.

Keeping the debt, minimizing your taxes while increasing your net worth is likely to result in greater wealth than paying off the loans (especially if it is at the expense of a property that is performing).However, if the debt stresses your wife or you and/or negatively impacts your quality of life, then ditch the debt.  

We ended up getting a day laborer to come in and dig a small ditch through the perimeter of the basement and a hole for a sump pump.
