I can only imagine a mistake made perhaps because English is not my tenant's first language and his accent is pretty heavy.Yesterday he calls my manager (H and I live in Germany for his W-2 job) and says "Please have the furnace looked at,  my bill is $150 this month (apartment is under 600 sf),  I can't afford it,  It's been over $100 a month for several months".

Almost all people under 30 can also (somewhat) speak English so doing business is not a problem.- unemployment is around 15% (over 20% in rural areas), many people are leaving the small country towns for Tallinn or are moving to Scandinavia to find a job there.

Basically they used much more time than they should have (you pay by the minute).Result: I dropped PatLive and hired a full-time VA with good English to answer the phones in addition to other work for $700/month.
