Both 45 and 180 day limits are exact days, not business day so if it falls on a Sunday it’s Sunday. 

Not sure why this exceeded 5-7 business days.

It could feel like a week but it's actually only been two business days.

I would tell them non-emergency will be acknowledged next business day and action depends on the nature of the request.
