If that doesn't get you anywhere I would start pounding on the PSC (public service commission) They oversee con ed and if you file a PSC complaint it will open their eyes and ears and sometimes gets things done.

Some places want you to just pay the "move-out" fee and they're taking a pound of flesh from you when they sell, other places genuinely would want to buy it.I saw in this discussion something about it unethically restricting the right of the homeowner to alienate his or her property, and I think that would be a good argument if it were a bylaw, but not when the right of first refusal is given to the Association/Mgmt Company as part of the covenants created when the parcel was set out.

The key is knowing how to "work backwards" to calculate the value, you are buying this 88 unit building by the pound rather than on the income approach.
