That's certainly not a perfect way to prevent abuse, it would just make it harder for those people who want to flood the system.

This prevents me from purchasing and maintaining bikes & golf carts so I see it as a way to save money and give guests a better experience. 

I will say that the site has banned players who were quite obviously using the site to perpetrate fraud or borderline fraud.

It’s to prevent scammers from stealing elderly people’s homes.  

That's the purpose of a lease...to prevent these situations and lay out in advance what occurs when something happens.
