They smoke, drink and probably did drugs at one time in their life.

Like a drug addict, Baltimore must first hit rock bottom before there is any hope of change.

They likely have hard drugs like meth on the property as well. 

I am in a C class area and people can be surprisingly dumb about replying to a marketplace ad with the account that's full of their gangster/crime/drug/employment/drama issues.  

Wait until you have a fire, drug use, domestic violence, unauthorized pets, or any number of other serious problems.
