I have come to the conclusion in my many years in this business that landlord education and licencing should be mandatory. 

@John Thedford if choose to go into wholesaling and you have a license but it is currently in "voluntary inactive status" because you have not hung your licence with a broker yet..., Are you considered to be operating as an unlicensed person?

@Kyle Hassig Pre-licencing courses can be taken at a Real Estate school in LA.

If you pay your taxes and have a busness licence there is no problem.
