He hasn't paid the taxes or insurance on the home over the last year due to a lien on the properties stemming from when his father who passed away in 2013.

In your much older homes (1960s and before), the problems stem from age and outdated plumbing materials such as galvanized steel water supply lines, cast-iron drain pipes and clay sewer lines. 

I've used the Intermatic k4221C 120v stem and swivel dusk to dawn photo sensor.

Our thinking (stemming from experience) is we don't want contractors putting the finishing touches on what we present to the market place, but we don't want to end up buying them nails and sheetrock for their next jobs!  

I did not have warm fuzzies about the original toilet shutoffs; they worked but would drip water around the stem at certain positions. 

So in general there is a higher chance of not being able to recover at all due to being in a junior position as those senior positions claim all the available equity leaving none for juniors.Past that the complexity of collecting on notes stems from two ideas the collateral and the security instrument and note.
