Remove any loose paper and re-apply water till all layers are off.Use towels to keep the base boards dry or they will cup from the moisture and separate from the wall.The key is keeping the wallpaper wet.

The concept here though is that it is not your money, but other peoples money, making money for you (if you can stomach the multi-million dollar debt in order to be able to say you're a millionaire on paper).There are many many people here on BP who do this.

Years ago my parents property was rezoned.. they were never told,, all the city had to do was publish a notice in the paper, the property is now zoned residential, We are able to still rent but if the buildings are fire or storm damaged we can only rebuild to 50% of current value,, so were in a pickle if we ever have a loss.
