Due to the variance in bill amount, the tenant will need to pay a different amount every month, which will be a pain in the butt for you to have to deal with.Or, if you did a flat rate for utilities (which a lot of people do) you run the risk of not actually covering the utilities.

Whether that would happen or not is irrelevant to the fact that an annoying neighbor on the other side of the wall can be a huge pain for a unit that probably cost a lot more than an apartment of same size and has the same or less profits.
