@Joanne Tsai The Lease is already signed she has already agreed to the property condition.Tell her she can pay for and arrange for any of these things (and who performs the work) with written approval from the Landlord (Your Husband).You make the rules not the tenant.

Originally I was thinking to sell this place and move into a SFH or even a Multi Family and stay in it a year then rent it, buy another stay in it a year and rent it and keep moving along that way, but through reading BP forums and talking to some other REI it seems like possibly taking a HELOC and staying in this house a bit longer might be a good option because I will have a fair amount of equity.

If you're attempting to assign a contract (specifically, in Texas), make sure you understand that unless seller specifically releases you from any contractual obligation upon an assignment, you're still on the hook if the assignee fails to perform.
