I would suggest sending the letters certified mail so you have record the tenants were made aware of the ownership change.

Some brands of business organization do not require foreign entity filing.

I found lender.. through county records they owed 45k against it..

:)There is a ton of private money out there but nobody is handing it over to you without a proven track record and some face to face reassurance and often walking through a specific property. 

Typically it's called the the clerk of court, or recorders's office....not the site that just show ownership and sales,or property taxes.  

This property says there is a certificate of purchase that was recently recorded.

Are there organizations that report on them?

Clear title means that there no other claims upon the title interests of record owners, such as mortgages, tax liens, judgments and defects in the recorded chain of ownership.It make look like a little thing to you but may mean your title includes lots of attached baggage, like undisclosed debts, liens, lawsuits and even brownfield issues (hazardous substances).I hated title research when I started many years ago but came to learn how to make money from the mistakes and oversights  by others.
