After closing, paperwork is filed with the county or whatever municipality regulates property in your area. 

There's an ongoing Airbnb dispute at the moment - judge ruled a law regulating the airbnb's was too vague and therefore unconstitutional.

The only problem with the 2nd option of using multiple contractors is that I would still need a licensed GC to pull the permit, per city regulations.  

The two ends of the spectrum are extreme regulation and almost total deregulation.

The Act, if passed in its current form, would supersede any local regulations and permit residents in residential zoned areas to rent out parts of their home on hosting platforms such as Homeaway and AirBnB.

This got somewhat complicated with the new tangible property regulations.

I am a planner in AZ (been in the business of regulating these for about 4 years now, until it was no longer an issue), and have ALWAYS been in favor of people being able to do this with their property.
