I've heard of 5% conventional non-FHA.Also as mentioned these are for owner-occupants and not investment properties.

@Prakash Bhatta  The two most common ways people steal electricity are:  1) by tampering with the electrical panel and bypassing the meter  2) or by fraudulently establishing service in someone else's name (i.e. identity theft) and then not paying the bill and just running it up until the service is shut off due to non-payment.

Pay particular attention to how they screen potential tenants, do they run a credit report, do they conduct a criminal record search, do they conduct a civil records search, do they verify employment, etc.?

When you have the resources to fix it up I would give him his notice of non renewal and then renovate and re rent it.
