I'm definitely not making legal decisions based on anyone's reply, just interested in some input as to what other's did, if in a situation involving several states.

I guess it's possible that they allow only IP addresses from NY.If you expand the comments to showing ALL, do a search on rita; her several replies are so well spoken, that I think she's an attorney.
