This is a new noise standard and punishment unlike anything seen in the State of Florida and shows a blatant disregard for property rights. 

Prison doesn't focus on rehabilitation in America, it is about punishment.

I wont collect anything civilly but my concern is these should be criminal actions and they need punished. 

Unless the tenants are making payments via CC, why are we punishing them for paying rent?

That way you know what it will cost when you sell the apartment from the outset, instead of being punished for doing well on the sell side.

And we always follow the rules because rule breakers get punished and like the second half of the saying that most people either don't know or just blow off "Fortune Favors The Bold and Punishes the Unwise" not following rules that have been in place since the stock market first was established, and those morons who say "Rules Were Made to Be Broken" can break the rules with their own money and do what The Old Guard of the stock market told their children to do with our money. 

I have 2 young boys , when there is a fight , I dont care who started it , they both get punished .  

Maybe the first X electrical units are charged at 15 cents each, and the next Y electrical units are charged at $5.00 each.Some places punish heavy users with a tiered rate.Maybe unit #1 is at one rate and unit #2 has climbed into another.Are outdoor night activated flood lights hooked into the higher costing units breakers by accident?

After all he’s already shown he’s a pushover and a glutton for punishment !

The catch in Schen is that BRRRR doesn't work on smaller MF because they don't appraise well regardless of income or condition since there are so many dumpy properties around, appraisers punish Schen duplexes/triplexes.
