Unit 1 electric bill $122 Unit 2 electric bill $36 in a 2 Flat

Recently rehabbed a 2 Flat.  Both are roughly equal 2 bedrooms but the electric bills are very different. Village inspection was passed and meters were approved by electric company.  I as landlord has common public areas meter.  Any ideas please.
