IMO, they result from the HOA management establishing reserves that are insufficient (underestimated replacement cost or inflation not accounted for), or the reserves fail to even consider that certain HOA responsibilities will need replacing, or no reserves whatsoever.

If the scenario did actually happen and Investor #2 did use an FHA loan with little down and was achieveing only $$900 a month of cash flow on four duplexes and a large expense did come and there are insufficient funds available (32k for repairs) it could be a major problem that can destroy ones finances.

In Calif, we are allowedfirst + lastORfirst + deposit and the deposit must not exceed 2x the rentHowever, I've always insisted on the rent + the security and move-in when I hand over the keys - - insufficient funds voids the signature and the unit goes back on the market.Never take partial payments and don't prorate time payments on the deposit.
