If you sell over average , that's just icing on the cake.Ex:  A nice fixed up house in your target neighborhood is 200k.  

I feel I'm leaving out information to explain this to but because it's so much it would likely do you better justice to have a conversation with one of these guys.

Your choices are to either use the proper channels to obtain justice or give up and take the loss every time a tenant feels like not paying rent.

The only regulations on an HOA in CA fall under regulations of a corporation that are enforceable under Department of Justice but those are regulations about having at least an annual meeting, publishing minutes, providing financial statements and other things related to the execution of a proper business.
