The right of first refusal, while I do not oppose that in general, was set up in a way that will cause landlords to vacate their buildings before listing to avoid having to go through the uncertainty and months of limbo with tenants.

You can also use a different programs if your building a Primary Home, Vacation Home or Investment rental.There are a lot of great builders in Ohio and its end of year so you might be able to get in on a discount since they may still have some inventory left over.

Renting as a vacation rental might work during hunting season but there really isn't much to do there that would attract vacationers in the winter.
