As long as all the above are allowed by zoning and culvert possible via city building and engineering, and none of it blocks ROW, that neighbor couldn’t stop you, and his free “green zone” goes bye bye.

@Michael L. typically, a GC will pull a general building permit for the project and then hire subs (foundation, concrete, electrician, etc.) that will pull task specific permits as the local municipality requires.So, the GC will need a builder's license, maybe something even "above" that.

It really depends on the condition and if the person smoked indoors and was a heavy smoker.You are going to have to wash all of the surfaces with TSP, chances are you will need to repaint (especially if they've been there for 10 years) and may need to stain block the ceilings before painting.
