I would not recommend having a public restroom (you'll figure it out) if you can avoid it. 

If you are really bold ask if you can use their restroom.

If you are wanting some use that allows the public in, you'll need parking, maybe lighting, fencing, restrooms, ADA compliance, storm water retention and who knows what else depending on what you want to do on the property as well as consent of neighbors.
