This can actually be higher or lower than the FMR without utilities however the rent still should be no greater than FMR (note that in periods of low landlord participation, some housing authorities may offer an incentive of 10-20% OVER the FMR to entice landlords. )  Step 3 is that each property may qualify for a different amount based on amenities and type of utilities. 

I Have been greatly enticed by The Flipstress, but can't help but think it's a scam???

Given that there will probably be a interest rate decrease or two over the next few months then at that point these will start to look enticing. 

By promising lucrative returns on real estate investments, they enticed individuals to pour their hard-earned money into their fraudulent operation.

That might entice them to give a few pointers too.

Many who have invested passively in real estate the past few years are in deals not going well and they are much more risk averse and are doing a lot more due diligence (unfortunately from lessons learned from not doing it previously)Plus as mentioned risk free return vs risk adjusted return does not make it very enticing for investorsWhen it gets to deploying capital we have more deals than we know what to do with.

Of course the new bill allowing us to possibly sell off either property is enticing but not sure how to value that either.

These tax incentives make living and working in Puerto Rico an enticing prospect for businesses and investors.   

We need to drastically cut rates to entice buyers, it's the start of the fall.
