I think it also depends on the local housing authority's interpretation and/or mood.

I did this once and it worked, the place was presentable and the tenant in a much better mood.

I'll do it when I'm in a cranky mood.

How does one evict a family member who has been living in the back house for more than 15 years and has not been paying any rent but only pays partial utilities when they are in the mood.  

I keep it in my golf bag and pull it out whenever I want to lighten the mood or I'm trying to shave off a couple strokes (pun intended):

In most cases I would attempt to lighten the mood and joke about how disappointed I was that she is not going to give me her house.

But sometimes there are the ones who were terrible on the first call, and then were in a better mood when we had someone else call them on a different day.
