@Faisal Mohamed I've owned apartments in Troy for a few years and can confirm the "mixed bag" you reference. 3rd Street and adjacent as well as the Emma Willard area are worth a look.

Additionally, Shoreline is good for families (our cul de sac has about 20 kids of all ages living there) and the school system is good as well.
