Yes placement is huge, and also doing the metal piping fittings for ethernet lines externally. 

You can use any POE (Power over Ethernet ) camera that has ONVIF.

I don't mind sharing it with one or two folks just not the whole Ethernet.

I ended up purchasing 2 wired meters and an ethernet connected "brain" from https://submetersolutions.com/.

I can tell it to only do this during certain times or days of the week.The cameras have POE (power over Ethernet) so only one Ethernet cable is need to the camera.There is no subscription fees.

I would just add that with finishing the ground floor, it would be good to think about adding anchor bolts to the foundation (if you want to), adding drainage to the garage (makes it easier to clean up and if a water heater were to leak) and backyard if there isn't any (for when it rains you dont want a huge puddle back there), replacing all the galvanized piping, and adding new wiring like Ethernet.

I liked that I could set up my own controller/ recorder so I could add as many hard drives as I wanted.Whatever you choose, I’d go with POE (power over Ethernet) IP cameras.
