Submetered Water without a 3rd party bill

I am getting killed with water bills in DC and thinking of putting in one of the systems from

https://submetersolutions.com in my triplex. Has anybody used this system? I like the fact that the meters are about $100 and the interface (with cellular) $1200 or so with $30 monthly cell bill. Right now I pay about $2000 a year for the three units. I would like to pass the expense onto the tenants but do not want to get a 3rd party involved. Any thoughts or competitive products? Obviously reliability and accuracy are important. Thanks
