Honestly, if you are serious about making it as a wholesaler.

You need to search the site for info. The questions you asked have been asked tons of times. When I need to know something, I search the site first and if I don't find an answer, then I make a post.

If you are really deciding on this strategy, you should find a realtor that accepts a flat-rate fee for listing properties on the MLS. That way you don't have to worry about paying realtor commissions.

Start marketing the property. Since it was on the MLS you need to market it at the new low wholesale price $70K.

Put the property on craigslist and rotate ads every couple of days so its stays fresh.

Call those "we buy houses" bandit signs and talk with wholesalers in your market and see if they have a buyer willing to buy.

Google "we buy houses south Carolina", "wholesale properties south Carolina",etc... to find the squeeze pages of investors in your market.

Go to your local REIA and network with investors there.

If the deal is good, the buyers will swarm.

Nice spread!

If you are wholesaling the property. All you need to do is find a real estate lawyer in your market and ask if they know how to do a double close or simultaneous close. You don't need a HML to wholesale a property.

Is there any other way to get a lower accepted offer on HUD other than placing a bid online?

Ex. Calling the asset manager and explaining the condition, sending in a fax, etc...
