I would be biased but I would recommend Chicago if you're looking for a strong cash flow.

I have a strong mailing marketing background. That could work depending on your goals but if you have the time to take the calls, you may not want to send out the blind offer b/c that will turn off a lot of possible prospects that will just throw the mailer away. If you have the time, talking to those in that situation should allow you to convert more into deals. If you're in miami, that market is hot so I don't think you need to be that low to close a deal and postage can be expensive.
If you're spending that money on marketing, I would never let it go to a vm unless you just don't have the time at all. Always want to talk to that opportunity to turn it into something. People (especially those willing to sell their property at 50% of market) can be very indecisive and may not leave a vm or change thier minds completely 5 minutes after picking up the phone. Plus inbound calls close better than outbound always. It changes the control of the call. They called you so why did they call you? Rather than you calling them trying to pitch them when calling them back and maybe catching them at the grocery etc

A good way to do that to ensure your investment would be to deed the property over to an investment entity like an LLC and clearly define what the rules are between you before you start spending money on the property through the operating agreement for an LLC. That way your investment wouldn't be lost. For this I would recommend looking for those in foreclosure and about to lose their home b/c they would be most likely to work with you in this fashion. I do that myself and offer the homeowner some money to help them move out to consummate the deed transfer or "purchase". I work with an attorney to ensure that the property doesn't sell before we make the money from the sale.

Find a really good deal and look for a partner. That's the only way I know of. private lenders will go to 90% LTC. Good Luck!

http://www.peakassetlending.com/index.html will do non recourse lending for IRA's. They will also do Trusts, Businesses and foreign nationals. I don't believe they will go higher than 4 units. They are the direct portfolio lender so you could use a broker you work with in conjunction with them if you like.
