Your calculations look ok, but I think purchase price and roi are off for the area.  It's not too hard to find similar properties with the same rent for 50-60k in Penn Hills

Yes, I used to send them all of the time.  They can be very effective if you have a good list.  If you're sending them to a list where folks are getting 30 other pieces of mail...not so much then, like any other type of direct mail piece.  But yellow letters will stick out to potential sellers, especially hand written.  Seems like the current trend is to send postcards.

In the city, there's a $500 fine, per sign. Outside of the city, it varies by borough, township, municipality.

 I never put buyer and seller at the table together, and I rarely ever show up to either side of the closing...unless the buyer or seller is crazy or something.  Then I'll go just to make sure it goes smoothly.

Stowe Township, parts of Carrick, up the route 28 corridor - Natrona Heights/Tarentum/Cheswick, Verona are a few that come to mind
