Post: Ungrounded Outlets in Rental House

I recently bought a rental house that has ungrounded outlets. I have three options I can choose from: Replace the illegal 3-prong with 2-prong, replace all outlets with ground fault outlets, or rewire the entire house with a ground wire.

if option 3 is best, do I have to get a licensed electrician to do it?

In the inspection report of the rental house I'm about to buy, it states that the outlets are not grounded. is this a diy fix or does it require a professional?  if so, what is the ballpark cost?

also, the roof above the garage and enclosed porch is flat and just has tar paper on it. how hard is that to fix?

Is it beneficial to be licensed just for investing purposes? Ex) knowing what comes on the market first and accessing homes quickly?

I am interested in getting my real estate license. I would also be keeping my 9-5 banking career. is this possible to do?

@Account Closed I think I used a template on BP as a baseline of what categories I should include, but I had taken a small business class in college where we had to write business plans so I got some ideas from that as well.

I made an offer on a foreclosed property. It's been foreclosed for two years. Water and power off. I'm wondering how I can be sure the water and power is functional before it's mine. I don't want to buy it and then there's a major problem that was impossible to know about.
