electrical and roof problem

In the inspection report of the rental house I'm about to buy, it states that the outlets are not grounded. is this a diy fix or does it require a professional?  if so, what is the ballpark cost?

also, the roof above the garage and enclosed porch is flat and just has tar paper on it. how hard is that to fix?
