Where do you get rental estimates from when evaluating a SFR?

Based on my 2020 limited experience in the Phoenix area market (primarily Chandler, Gilbert), I am not able to look back at any of the properties I evaluated or the two I actually closed on, apply the 70% rule, and get a buy signal at the end. I get the same results when I look at properties in "The Woodlands" area in Houston. 

What was your recent 2020 experience with the 70%? 

- Varies from market to market, area to area, property sizes, condition?

- Do you use a different percentage number? ... how would one go about "finding" their number in a new market?

I am planning to invest in rental properties in Chandler, Gilbert, Scottsdale ... all in Arizona.

Seeking advice on:

1) Your opinion of these areas compared with your experience in other parts of the country

2) Should I focus on a specific area of the three mentioned in AZ?

3) What kind of returns can I look forward to getting from these communities?

    IRS help documents state that you must file a 1099 for work performed that was more than $600.  However, it is not required if you paid the service provider with a credit card.

    Did I misunderstand something?  When  and when not to file 1099?
