Of course my nosey self had to go look up your rental property. It's super nice!  FYI that the address listed as the mailing address for the city notices is still the property address.  You should contact the Virginia Beach assessor's office to update your mailing address.

We have virtually the exact same law in Virginia.  I have always been willing to take vouchers, so that aspect did not affect me when the law changed.  Before this law, however, I only accepted applicants with "garnishable" income to help protect the landlord in the event we ended up with a defaulting tenant. This criteria is no longer allowed

Because there is tons of competition for flat fee brokers for as little as $99. They have been around a very long time. You wouldn't be competitive with the price you stated in your post.

 Our state licensing department provides the list of licensees for free upon request.  Contact DPOR.  This doesn't seem like a good marketing strategy to me though.  It would be far better for you to join NARPM - National Association of Residential Property Managers SE Virginia Chapter and join as an affiliate.  The vast majority of licensees don't do any business.

I own a PM company in Hampton Roads and checked out your website. Your payment requirement would rule you out for us.  We pay by check or ACH weekly on Fridays.  We don't pay vendors by credit card or cashapp because it is far too hard to keep the accounting straight with a high volume of transactions to do that.  We could use a new cleaning company though.  If you are interested in becoming a vendor you can find the vendor paperwork package on our website and submit it to Jade@ - end is the same as my e-mail address below.

Give a default notice the day rent is late.  Then set a policy as to how much late rent is enough to ignore vs filing a unlawful detainer (or whatever your state calls it.) We start the process in my organization at a $250 default. Anything less than that we let ride.  Over that we send a default and start the court process if they don't pay.  If they pay before the court date, they reimburse you for the cost of taking them to court anyways, so you lose nothing but are training the behavior. Tenants will prioritize their debts based on reprocutions.  If you let them go, they will pay you last.

Hampton Roads landlord & PM here. This is a tough time of year to find a tenant, especially in a low income neighborhood where military doesn’t want to rent. Essentially the only people who CHOOSE to move in the winter months are getting evicted from other people’s houses. I would say you have a screening issue of your first batch of tenants had to be evicted. Rather than use credit score as a criteria, I reject for consumer accounts in collections and unpaid civil judgments. The judgments have to be looked up manually, because screening software only looks for unlawful detainers and the Virginia court records don’t feed consistently accurate to the other programs. I rely on SEC 8 for these neighborhoods in the winter months. They will be your most reliable tenant. I also think $1250 is too high for a 2 bed/1 bath in PTown.
