Basically you will want to shop around different real estate brokerages and choose one that fits you best. That broker will be able to sponsor you. Yeah, each of the cities I've mentioned has those drivers in them. I know a few others already touched on Columbus. 

Dayton- Wright Patterson Air Force Base, Medical Care (MV North, MV South, Soin Medical), Schools/sporting events- University of Dayton and Wright-State University (which also host a lot of performers). Amazon is building distribution centers near the air port, also in that area is P&G and Energizer. 

Cincinnati- Xavier and UC, Bengals, Reds, Comets (minor league hockey). Fifth-Third Bank, Kroger, American Financial Group are a few of the big businesses. Several medical centers. 

Cleveland- Cleveland Clinic, browns and Indians/Guardians for sporting events. Sherwin-Williams, PNC, Keycorp, etc.

Only speaking for Ohio, the cities where investors have solid performing MTR and STR rentals are Cincinnati, Dayton, Columbus, and Cleveland.

I'm sure there are other spots, but these are the ones many of my investors have had success. This is largely due to the economics of theses cities, as well as being in the right spot of the city.

I think it would depend on your timeline and goals with this. If it were me buying a SFH portfolio, I would fix them up and sell them off individually to get a higher ROI. I personally wouldn't want to hold a SFH portfolio longterm because of the management and exit strategy. Plus with these homes being older it doesn't sound like you would want to hold them for the long term anyways, unless your willing to dump a lot of capital into them.

If the goal is to hold longterm then I think there are plenty value add apartment buildings with that unit count, around that area and in Cleveland, that would make more sense.
